Procurement policy of the RhB

Economic and strategic

Mission
The responsible approach of the procurement organisation of the Rhaetian Railway (RhB AG) is based on the strategic guidelines applying to the divisions accounting for most procurement volume. These divisions are in turn responsible for technical and financial matters. Procurement involves the relevant processes, structures and competencies, and ensures cost and performance transparency, right across the organisation on the basis of corresponding legal and commercial conditions.
The aim of the enterprise-wide application of procurement policy is to take full advantage of the RhB's procurement potential. The requirement is comprehensively coordinated and bundled. Procurement processes are optimised, as is the enterprise-wide provision and exchange of information on procurement markets, suppliers, sales and methods.

Procurement management
The Procurement Department is the company's main internal and external service purchasing unit. It consists of a central procurement department and decentralised procurement organisations based in the various business divisions. Procurement processes are designed to meet internal customer needs and specific business requirements.
Procurement has an active effect on the deployment of standard systems in this area, and of additional management tools. The department is involved in all related system matters, thereby helping to ensure overall transparency.

Supplier management
Procurement expects suppliers to innovate, and to be willing to participate proactively in the performance and continuous improvement of the Rhaetian Railway.
Goods and services are procured with a focus on efficiency and reliable delivery; along the entire value-added chain and throughout the service life of the items concerned.
Suppliers are selected and evaluated according to the criteria of quality, safety requirement, price, product/service and punctuality. Risk, innovation/performance potential, ecological aspects and the ability to conduct transactions electronically are also taken into account. The social-responsibility criteria and code of ethics of each invitation to tender are to be observed.

Requirements
The specified technical requirements are established impartially, regardless of the organisations to which they might apply. Alternative offers and innovative solutions are welcome. Longer-term partnerships are likewise sought for strategically important products. Offers and tenders are evaluated on the basis of objectively assessable criteria.

Awarding orders
The most economically advantageous tender is to be accepted. The lowest price may be selected as the sole awarding factor for the supply of largely standardised items.
