The "Rhaetian Railway in the Albula/Bernina Landscape" candidature dossier is based on the conditions set out by UNESCO. In 2005, these determined the guidelines according to which nomination would be considered. The UNESCO guidelines are intended to ensure that nominations around the world are handled in a similar manner.
As a result, the committees responsible are able to base their decision on documents that correspond to clearly defined standards in terms of content and formulation. These guidelines also specify the core and buffer zones that are to be excluded from the world heritage sites.

From a formal point of view the management plan determines the trans-border candidature "Rhaetian Railway in the Albula/Bernina Landscape", the international cooperation and the organisational structure. From a material point of view it defines the mission statement and the objectives for the future development of the heritage site and the specific measures needed to protect and maintain the sustained development of the site.
